
ALEXANDRIA, VA — Frank Fannon, a fourth-generation Alexandrian, former City Councilmember, and 2020 Living Legend of Alexandria, today announced his candidacy for the April 21, 2026 Alexandria City Council special election.
Fannon previously served on City Council from 2009 to 2012. He is launching his campaign with a focus on fiscal responsibility, protecting Alexandria’s neighborhoods, and bringing an independent voice to a Council he believes has lacked real debate and accountability.
“Alexandria is my home. My family has been part of this community since 1885, and I’ve spent my life working to make it better,” said Fannon. “I’m running for City Council because I believe Alexandrians deserve a representative who will ask tough questions, control spending, and put our neighborhoods first—not just go along with the crowd.”
Fannon’s campaign will focus on several core priorities:
Controlling Spending and Opposing Tax Increases — Fannon has pledged to scrutinize the city budget, cut unnecessary spending, and demand accountability for how taxpayer dollars are used. He will oppose tax increases and focus transportation investments on options residents actually use.
Protecting Alexandria’s Neighborhoods — Fannon will work to protect single-family neighborhoods from inappropriate large-scale development, ensuring that growth strengthens the community rather than overwhelms it.
Focusing on Local Solutions — Fannon has committed to addressing hyper-local Alexandria issues without allowing national politics to interfere with practical, solution-driven governance.
Election Reform — Fannon supports reforming local City Council elections, including eliminating partisan labels and exploring a ward-based voting system.
A professional mortgage banker for over three decades, Fannon has helped countless families achieve their dreams of homeownership. His commitment to community service is equally extensive: he founded the annual “Alexandrians Have Heart” food and clothing drive, now in its second decade; serves as President of the Alexandria Aces collegiate summer baseball team; and has held leadership roles with Agenda:Alexandria, Volunteer Alexandria, the Alexandria Sportsman’s Club, the Old Dominion Boat Club, the Rotary Club, and the Friendship Firehouse, among others.
In 2020, Fannon was named a Living Legend of Alexandria in recognition of his lifetime of service to the community. He is the third member of his extended family to serve on Alexandria City Council.
“I have always been proud of Alexandria and was raised to be civic-minded—to contribute and give back to our fellow citizens,” Fannon said. “City Council needs someone who will say what needs to be said, frankly, whether it’s popular or not. I’m ready to be that voice.”
Fannon’s great-grandfather, T.J. Fannon, founded T.J. Fannon and Sons in 1885—now the oldest 100-percent family-owned business in Greater Washington. Frank resides in the Clover-College Park neighborhood.
The April 21 special election was called to fill the City Council seat vacated by R. Kirk McPike, who resigned in February to serve in the Virginia House of Delegates.
The vacancy is the result of a series of resignations that began in January 2026 when State Senator Adam Ebbin left office to join Governor Abigail Spanberger’s administration. Delegate Elizabeth Bennett-Parker won the Democratic primary to fill Ebbin’s State Senate seat, creating a vacancy in the House of Delegates. McPike, then a City Councilmember, won the primary and subsequent special election for Bennett-Parker’s House seat, leaving his Council seat vacant.
The winner of the April 21 special election will serve the remainder of McPike’s term on City Council. The election will coincide with a statewide referendum on redistricting Virginia’s Congressional districts.
The special election will be held on Tuesday, April 21, 2026. Polls will be open from 6:00 a.m. to 7:00 p.m. Early voting begins approximately March 6, 2026, at the Alexandria Office of Voter Registration and Elections (132 North Royal Street, Suite 100). The voter registration deadline is April 10, 2026.
